ACWA Power, a global leader in private desalination and green hydrogen innovation, has been selected to develop the Noor Midelt 2 and Noor Midelt 3 solar power plants, marking a strategic milestone in Morocco’s renewable energy ambitions.
The announcement follows an international tender issued by the Moroccan Agency for Sustainable Energy (MASEN).
ACWA Power will lead the development of the two large-scale photovoltaic facilities in partnership with public and private stakeholders. The projects are central to Morocco’s goal of achieving a diversified and sustainable energy mix by 2030.
Each plant will deliver 400 megawatts-peak (MWp) of solar capacity, supported by a battery energy storage system (BESS) of 602 megawatt-hours. This configuration will enable peak output of 230 MWac for two hours. Developed under a Build-Own-Operate (BOO) model, the facilities will operate under a 30-year Power Purchase Agreement (PPA) with MASEN.
Designed to meet peak electricity demand and enhance grid flexibility, the Noor Midelt 2 and 3 projects are expected to significantly reduce carbon emissions—by an estimated 1.2 million tons of CO₂.

Hashim Ghabashi, President of the MEASEA region (Middle East, Africa, and Southeast Asia) at ACWA Power, described the Midelt projects as a pivotal step in Morocco’s journey toward energy independence, highlighting their hybrid and forward-looking design.
Omar Alaoui Mhamdi, Managing Director of ACWA Power Morocco, reaffirmed the company’s commitment to working closely with the Moroccan government to promote low-carbon technologies that deliver long-term local benefits.
ACWA Power has operated in Morocco for over ten years, with a portfolio that includes the Noor I, II, III, and Noor PV I solar plants in Ouarzazate, Laâyoune, and Boujdour, as well as the Khalladi wind farm in Tangier. These projects collectively represent 765 MW of installed capacity.
With the addition of Noor Midelt 2 and 3, ACWA Power strengthens its role as a strategic partner in Morocco’s energy transition and contributes to global efforts to combat climate change.
