African Development Bank Approves €150 Million Credit Line for Moroccan Municipalities

The African Development Bank Group’s Board of Directors approved Wednesday in Abidjan a €150 million credit facility for Morocco’s Municipal Equipment Fund (FEC) to finance sustainable and inclusive infrastructure projects while strengthening territorial development momentum.

The operation enables Moroccan territorial communities to invest in durable infrastructure, reinforcing access to essential services, climate resilience, and territorial connectivity, particularly in rural zones, according to a bank statement. Priority areas include road and transport infrastructure facilitating mobility, drinking water supply systems, urban renovation, and development of educational, sociocultural, and sports facilities.

“This operation marks our second engagement with our strategic partner, the FEC. It reinforces deployment of territorial development projects following the highest environmental and social performance standards,” stated Achraf Hassan Tarsim, the bank’s country manager for Morocco.

Ahmed Attout, director of the bank’s Financial Sector Development Department, emphasized the initiative’s broader impact. “By supporting the FEC in consolidating its capacities, we participate in emergence of more resilient, inclusive, and dynamic territories,” he noted.

These high-impact territorial investments will generate new employment opportunities while strengthening communities’ capacity for action and contribution to Morocco’s socioeconomic development. The operation supports the kingdom’s ongoing decentralization initiatives and will help diversify and reinforce the country’s production capabilities while accompanying growth in strategic economic sectors.

Aligned with the African Development Bank Group’s High 5s priorities and Morocco’s New Development Model, the project aims to support national development and sustainably improve population quality of life. The credit line represents the bank’s second major financing arrangement with the FEC, building on their established partnership.

Morocco’s territorial communities face substantial infrastructure gaps, particularly in rural areas where connectivity and service access remain limited. This financing mechanism provides municipalities with resources needed for long-term planning and project implementation, addressing developmental imbalances while advancing environmental sustainability goals. The structured approach ensures funds reach communities most requiring infrastructure improvements while maintaining rigorous oversight and performance standards throughout project lifecycles.
