Togo’s Government undertook a major adjustment of the national budget on 17 December 2025, adopting a revised finance law for the 2025 fiscal year. The measure responds to ongoing national and international uncertainties, aiming to ensure transparency and accuracy in public finance management.
State revenues are now projected at 1,472 billion CFA francs, a slight 1% decrease from the original budget due to adjustments in initial forecasts. In contrast, expenditures have risen to 1,717.1 billion CFA francs, up 2.3%, reflecting additional needs and urgent priorities.
The overall budget now totals 2,436 billion CFA francs, representing a 1.6% increase, and reveals a deficit of 245.1 billion CFA francs. The Government intends to fully finance this deficit using the positive cash balance, ensuring the continuity of public services.
