African officials and tax experts have called for stronger use of research to improve tax policy and administration as countries seek to raise more domestic revenue.
The call came on Tuesday, 22 September 2026, at the opening of the 11th Annual Congress of the African Tax Research Network in Kigali, Rwanda. Finance and Economic Planning Minister Yusuf Murangwa said evidence-based policies and cooperation between revenue authorities could strengthen domestic resource mobilisation.
ATRN advisory board chair Annet Oguttu urged researchers to focus on African priorities and ensure their findings reach policymakers and tax administrators.
The congress, themed “Contemporary Taxation Issues in Africa”, is taking place amid growing development needs, changing sources of external finance and shifts in the international tax system.
