Ghana Government Disallows GH¢13 Billion in Audited Arrears from Previous Administration

Deputy Finance Minister Thomas Nyarko Ampem has revealed that approximately GH¢13 billion in claims submitted by the previous Administration have been disallowed following a comprehensive nationwide audit.
The audit, conducted by the Audit Service in collaboration with top accounting firms, reviewed the GH¢ 67 billion arrears inherited by the current Government. Speaking in an interview with Citi FM on Wednesday, 8 October 2025, Mr Nyarko Ampem explained that the audit’s findings were presented to Cabinet and that the disallowed amount represents significant savings to the State. He noted that the Government has made provision in the 2025 Budget to clear GH¢13.7 billion of the validated arrears, with the remaining balance scheduled for payment over the next four years.
Mr Nyarko Ampem said the government is committed to transparency and intends to publish lists of rejected, validated, and pending claims once Cabinet concludes its review. He emphasised that only verified debts will be settled, covering arrears owed to contractors, public-sector employees, and compensation claimants.
“We are strictly paying those that have been validated by the auditors,” he stated, adding that claims still under review often lack complete documentation or confirmation from contractors. The Deputy Minister reiterated that the fiscal clean-up is part of efforts to strengthen financial accountability and restore credibility to the government’s expenditure management.
