Morocco Climbs to 15th Rank in Global Mining Rankings, Second in Africa behind Botswana

Morocco has strengthened its position as one of the world’s most investment-friendly mining destinations, reaching 15th place globally in the Fraser Institute’s Annual Survey of Mining Companies for 2025 — placing it second across Africa, behind only Botswana.
The survey, which evaluated 68 mining jurisdictions worldwide including 14 on the African continent, draws on responses from 256 mining and exploration companies collected between August and November 2025. Rankings are determined by the Investment Attractiveness Index, a composite measure that combines assessments of geological potential with a Policy Perception Index reflecting investor sentiment toward regulatory and institutional environments.
Morocco posted a score of 78.97 out of 100, marking a 4.27-point improvement over the previous year. The advance was driven by gains across both dimensions — mineral potential ratings rose by 2.73 points while government policy perception jumped by 6.59 points, signaling that international investors increasingly view Morocco’s regulatory environment as competitive and improving.
Botswana led the African continent with a score of 85.99, entering the global top ten. Morocco was followed on the African ranking by Zambia, Tanzania, and Côte d’Ivoire, with several of these countries also recording notable year-on-year gains, pointing to a broad uptick in investor confidence across the continent’s mining landscape.
Survey respondents did flag areas requiring further attention, citing the quality of geological databases, legal system efficiency, and regulatory enforcement consistency as factors that, if addressed, could propel Morocco further up the rankings.
With phosphate production remaining the backbone of Morocco’s mining economy and critical minerals emerging as a strategic frontier, the improved ranking reinforces the kingdom’s capacity to attract long-term exploration partnerships and international capital in an increasingly competitive global market.
