EU Reaffirms from Rabat Support for Morocco Autonomy Plan for Sahara

EU foreign policy chief Kaja Kallas reaffirmed its support for Morocco’s proposed autonomy plan as the basis for resolving the long‑running Sahara dispute.

Following talks in Rabat with Moroccan Foreign Minister Nasser Bourita, Kallas reiterated the EU’s position calling on all parties to engage in talks “without preconditions and on the basis of the autonomy plan proposed by Morocco in order to reach a definitive political solution,” according to a joint communique issued after the meeting.

The position reflects a consensus among all 27 EU member states, the communique said.

In the same statement, the EU welcomed Morocco’s willingness to further clarify how autonomy under Moroccan sovereignty would be implemented in practice, describing the move as constructive.

The EU also praised the adoption of United Nations Security Council Resolution 2797 (2025), which fully supports efforts by the UN Secretary‑General and his personal envoy to facilitate negotiations based on Morocco’s autonomy proposal.

The reaffirmation of the EU’s stance comes ahead of an upcoming UN Security Council meeting on Western Sahara scheduled in the coming days, and is seen as a strong diplomatic signal at a sensitive moment in the UN process.

Beyond the EU’s collective position, several European countries have in recent years expressed national‑level support for Morocco’s sovereignty over the Sahara and for the autonomy plan as the most credible framework for a negotiated settlement.

The joint communique said the growing international momentum reflects a broader alignment among EU member states in favour of a definitive resolution to the regional dispute, grounded in autonomy under Moroccan sovereignty.
