The Government of Angola is advancing a series of reforms in the civil aviation sector as part of a broader strategy to stimulate economic growth and strengthen national infrastructure. The initiative focuses on modernizing regulatory frameworks, improving safety standards, and enhancing overall efficiency in line with international benchmarks.
A key milestone in this reform agenda came in April 2025 with the approval of a National Civil Aviation Security Programme, designed to align domestic aviation practices with global safety and security requirements.
Further reinforcing the sector’s strategic importance, in March 2026 the government appointed Adilson Gabriel Alves Catala as Secretary of State for Civil Aviation, Maritime and Port sectors. This move reflects a renewed institutional focus on strengthening aviation governance and expanding operational capacity.
President João Lourenço has also highlighted ongoing investments in aviation infrastructure, including the development of major airport facilities such as the António Agostinho Neto International Airport, alongside planned projects in other regions.
Efforts to modernise the national carrier’s fleet are also underway to improve service delivery and competitiveness.
Additionally, Angola continues to position itself as a key player in African aviation, having hosted the 75th ACI-Africa Conference in March 2026. The event underscored the country’s ambition to attract investment, deepen regional integration, and solidify its role as a strategic aviation hub.
Collectively, these reforms signal a coordinated push to transform Angola’s civil aviation sector into a catalyst for economic diversification and long-term national development.
