The Togolese Government, in partnership with UNICEF and other stakeholders, has launched the process of revising the Education Sector Plan (ESP), a strategic framework that guides policies and investments in the country’s education sector.
The revision process, launched on Thursday, July 23, 2026, in Lomé, seeks to establish new priorities for Togo’s education system over the next decade, with a focus on improving learning quality, expanding access to inclusive and equitable education, reducing inequalities and preparing learners for future economic, technological, social and environmental challenges.
The launch brought together government officials, technical and financial partners, civil society organizations, private sector representatives, religious leaders, teachers and learners.
Minister of National Education Mama Omorou described the revision as a critical step towards strengthening the performance of the education system and responding to the needs of students, teachers and communities. “The new Education Sector Plan must reflect our collective ambition to make Togolese schools a true lever for human and social development,” he said.
The review will assess progress made, identify remaining challenges, examine regional disparities and incorporate emerging realities within the education sector. The findings will inform the development of a more targeted, realistic and evidence-based plan.
The new Education Sector Plan will also include projections from a financial simulation model to support effective resource planning and sustainable implementation of reforms. It will align with Togo’s national development priorities and international commitments, including Sustainable Development Goal 4, which promotes inclusive, equitable and quality education for all.
UNICEF Resident Representative in Togo, Dr Erinna Corinne Dia, welcomed the initiative, describing it as an opportunity to build a more inclusive, resilient and effective education system capable of meeting the aspirations of every child.
Since 2010, Togo has implemented successive Education Sector Plans, with periodic evaluations and revisions aimed at aligning education policies with national development goals, improving reforms and ensuring more efficient use of resources.
