Angola received dividends of 6.4 ME in 2023, but paid out 204.8 ME

On September 11, Angola’s Finance Minister, Vera Daves de Sousa, highlighted a 197.8% increase in SEP (Public Business Sector) inflows compared to 2022 during the Public Business Sector Meeting. However, she noted that the State’s 207.5 billion kwanzas deficit between received and disbursed funds requires ongoing attention, due to its significant opportunity costs.
Minister Daves de Sousa explained that the expansion of the SEP universe—driven by asset recovery and policy implementation—raised the number of companies from 88 in 2021 and 92 in 2022 to 94 in 2023. She stressed the need for these companies to achieve financial autonomy to reduce the state’s burden and mitigate fiscal risks.
She urged companies to enhance management under the current legal framework, despite ongoing reforms. The minister also reiterated the goals outlined in the January 2022 Roadmap for Reform, which aims to reduce the number of companies, separate the state’s regulatory, supervisory, and shareholder roles, and reorganize the accounts of struggling firms by 2025.
