Chad Embarks on Historic Decentralisation Drive to Deepen Local Governance

On Monday, July 21st, 202, Chadian President Mahamat Idriss Deby Itno reaffirmed his government’s commitment to the effective implementation of decentralisation, describing it as a transformative step towards empowering local communities and enhancing participatory governance. Speaking at the opening of a five-day national seminar in N’Djamena, Deby highlighted that the policy is not merely an administrative shift but a reflection of the people’s aspirations, as captured in the 2023 constitutional referendum. The President underscored that this reform marks a significant milestone in Chad’s history—one that aims to anchor governance in local realities and ensure equitable and transparent resource management.
The decentralisation agenda has been underpinned by a new legal and institutional framework introduced following the adoption of Chad’s latest constitution. As part of the initiative, the seminar is expected to produce a comprehensive national roadmap for implementation. President Deby urged all stakeholders to engage fully in the process, recognising both the opportunities and the challenges it presents. He emphasised that through shared responsibility and local autonomy, each community will be positioned to develop its unique potential and contribute meaningfully to the country’s broader development.
