Morocco has reiterated its stance on the primacy of the United Nations Security Council (UNSC) in matters of international peace and security, emphasizing this principle as fundamental for funding African Union (AU)-led peace support operations (PSOs).
This declaration was made on Wednesday in Addis Ababa during a session of the AU’s Peace and Security Council (PSC).
During the PSC debate, the Moroccan delegation highlighted the significance of UNSC Resolution 2719, adopted in December 2023, and its far-reaching political, strategic, and institutional implications. This resolution marks a pivotal moment in the partnership between the UN and the AU, signaling a collective commitment to fostering peace and stability across Africa through enhanced cooperation and reliable, sustainable funding for PSOs.
“Resolution 2719 addresses one of the most critical challenges faced by AU PSOs: the sustainability and reliability of funding for peace support missions,” the Moroccan delegation stated. The resolution allows for up to 75% of the funding for AU-conducted and UNSC-authorized peace operations to come from UN statutory contributions, a measure aimed at ensuring financial stability for these missions.
However, the resolution also stipulates that the remaining 25% of the funding must be sourced from the AU, its member states, or its partners. This dual-funding mechanism aims to reduce financial uncertainties that have historically hindered peacekeeping efforts.
The Moroccan delegation underscored the need for transparency and accountability in the use of these funds, emphasizing the importance of monitoring and reporting on financial resource utilization. They also called for sustained political commitment to secure necessary financial contributions and effectively implement the strategic objectives of AU PSOs.
Furthermore, the resolution enhances collaboration and coordination between the UN and the AU across all phases of peace operations, from deployment and planning to execution and post-mission activities. This integrated approach is designed to leverage the strengths and resources of both organizations more effectively.
