Rwanda Revises 2025–26 Budget Down to 6.95 Trillion Francs Amid Financing Adjustments

Rwanda’s Minister of Finance and Economic Planning, Yusuf Murangwa, on Thursday presented a revised national budget for the 2025–26 fiscal year, reducing the overall envelope by 80.4 billion Rwandan francs (approximately 57.5 million U.S. dollars).

The updated budget, tabled before Parliament in Kigali, now stands at 6.95 trillion Rwandan francs, down from the 7 trillion francs approved in June 2025.

Murangwa attributed the downward revision to improved financing arrangements, including more affordable concessional and domestic funding secured for major national projects. He noted that financing for the second phase of the new Kigali International Airport in Bugesera District was reduced by 168.2 billion francs, easing the overall funding requirement.

The recurrent budget has been trimmed by 198 billion francs to 4,114.9 billion francs, reflecting adjustments in the public debt profile, subsidies, and expenditure on goods and services. In contrast, capital and development expenditure has increased by 253.2 billion francs to 2,115.8 billion francs.

The minister said this upward adjustment signals Rwanda’s sustained focus on expanding infrastructure and delivering on strategic national priorities, reinforcing the country’s long-term development trajectory.
